  • Three-member committee to review policy on aided schools of Delhi

Following directions from the Deputy Chief Minister and Education Minister Mr Manish Sisodia, the Department of Education has set-up a three member committee to thoroughly review the existing policy on aided schools in Delhi.

Details of the decision are as follows :

The Delhi government provides grants-in-aid to 211 aided schools in the national capital, which receive a recurring maintenance grant of 95% of recurring expenses. There is also a provision for non-recurring grants for contingency, rent, equipment, library, etc.
In 2015-16, the Delhi government spent more than Rs 390 crore on such aided schools.
However, even after spending such large sums of money in supporting aided schools, most stakeholders are dissatisfied with the outcomes. Managements of these schools complain of a lack of autonomy, while the government feels it has no say in their management. Teachers complain of arbitrary and ad-hoc decisions made by managements and the absence of any grievance redressal mechanisms. Parents are unhappy with the infrastructure, quality of teachers, and poor learning outcomes in these schools.
In light of the above, the Delhi government has set up a Committee to undertake a fundamental re-examination of the current policy on aided schools. The Committee will examine the relevant provisions of Delhi School Education Act & Rules (DSEAR '73), and conduct an in-depth analysis of the issues involved, in order to recommend long term solutions in the best interest of students who are the prime stakeholders of any academic institution.

The Committee has the following membership:

1. Chairperson : Mr Amit Kaushik, former Director (Elementary Education), Ministry of Human Resource Development, Government of India
2. Smt Shashi Kaushal, Special Director (Act-II), Directorate of Education, GNCTD – Member Secretary
3. Mr Hemanth Pothula, Education Governance Task Force, Delhi Dialogue Commission – Member
The Committee shall take meet a variety of stakeholders – direct and indirect – to seek their inputs, and will submit its recommendations to the government within a period of two months.
