- WCD Minister, Shri Sandeep Kumar inspects Kitchens run by different Mother Non Profit Organization, two Anganwadi Centres
- Five kitchen supervisors suspended; ICDS incharge replaced
- The Minister, during his inspection finds anomalies & malfunctioning with regard to food containers, asks officers to take samples
- Minister also notices that the maintenance of gadgets get frequently out of order
- Minister expresses his utter dissatisfaction over the working of kitchens and Anganwadi centres
- The WCD Minister orders for imposing suitable penalty on the malfunctioning
Minister of Women & Child Development, Govt. Of Delhi, Shri Sandeep Kumar, today visited the four kitchens run by different Mother Non Profit Organisation (MNPOs) and two Anganwadi Centres (AWC) which were located at (1) NPO- Stri Shakti, SHG-Roshini Self Help Group, 5/9/17, Geeta Colony, Delhi (2) NPO-Rao Raghubir Singh Sewa Samiti, SHG-Shristi, S-34, School Block, Shakarpur (3) NPO-Rao Raghubir Singh Sewa Samiti, SHG-Adharshila Self Help Group, D-29, South Ganesh Nagar (4) NPO- Stri Shakti, Block-8, Geeta Colony, Opp. Temple (5) Anganwadi Centre No.92, Shakarpur and (6) Anganwadi Centre No.94, Shakarpur respectively.
Sh. Ashwani Kumar, Secretary (WCD), Sh. Sanjay Kumar Saxena, Director (WCD), Sh. Vinay Kumar, Spl. Director (WCD), Sh. Sanjeev Kumar, Addl. Director (WCD), Ms. Rakesh Bala, Dy. Director, Ms. Nikita Pawar, Dy. Director and concerned CDPOs and Supervisors had accompanied the Minister.
During the inspection, the food containers were being readied for delivery to the Anganwadi Centres. The food containers were weighed and it was noted that weighment was not as per requisition. The gross weight of the container was included in the food weight and in many cases taken on sample basis, the food was short by 5-6 kg. in each Anganwadi Centre.
It was also observed that packets of weaning food had not mentioned packing or expiry date. They appeared to have been badly nibbled.
The Minister observed that cooked food needs to be adequately supplied as per the requisition and attendance of the children and the mothers in Anganwadi Centres. The maintenance of the gadgets like weighing machines get frequently out of order.
Shri Sandeep Kumar said that there must be some alternative machines available so that in case the first one is under repair the second spare machine may be used for measuring the exact quantity of foods. He also observed that MNPO is maintaining the central supply system by which the record maintenance like stock, disposal and balance are elsewhere and is not available and maintained properly and correctly at kitchen. It was desired by the Minister that the kitchen are to be treated as independent units to receive the raw foods after due weighment and by challans and issue the same in cooked form by weighment and by challan. Withdrawal and disposal should be by weighment and challans. The Minister said that a certificate should be obtained from the Anganwadi Centre that material has been adequately and neatly received every day giving the weighment details of received food. Also the facilities of gas chulha in number should be increased in the kitchen. There is a need of involvement of local residents-cum-stake holders to frequently and intermittently observe the quantity being taken for the cooking. They may also taste the food. They can make their observation in the visitor’s register.
Shri Kumar expressed his dissatisfaction over the working of kitchen and Anganwadi Centres visited on inspection. The overall charge of ICDS projects presently with Sh. Sanjiv Kumar, Addl. Director (WCD) has been taken over from him and fully assigned to Ms. Nikita Pawar, Dy. Director. Similarly, the CDPO Smt. Asha Saxena, Supervisor of the kitchen and Anganwadi Centres namely, 1) Mrs. Monica 2) Mrs. Sushila 3) Mrs. Sunita Jain 4) Mrs. Dayawati 5) Mrs. Lalita are placed under suspension pending departmental inquiry.
The Minister further ordered that suitable penalty on the malfunctioning of MNPOs which is three times of the deficiency will be imposed and recovered by the Department.
Shri Kumar has sought a detailed report from the Department for taking the corrective action.
