- Stiff penalty to be imposed on polluting trucks & construction sites violating dust control norms
Delhi government will impose a stiff penalty on polluting trucks entering the national capital and also on the construction sites not adhering to the dust control measures.
This was conveyed in the meeting to review the steps being taken by various nodal agencies to air pollution in Delhi by Mr Satyendar Jain on Wednesday, the coordinating minister for issues related to air pollution in Delhi.
The meeting, attended by Environment Minister Mr Imran Hussain and senior officials of concerned agencies/departments reviewed the action against the violators found indulging in burning of dry leaves and garbage etc. in open and also against persons violating dust control measures at construction and demolition sites across Delhi.
It may be recalled that Hon'ble National Green Tribunal has directed all such departments and agencies for imposing a compensation of Rs.5,000/- on the persons found burning dry leaves, garbage etc., in the open and a compensation of Rs.50,000/- on the owners and builders found violating dust control measures in Delhi.
During the meeting, various departments and agencies apprised the Ministers about action taken against the violators. Revenue Department, three Municipal Corporations, NDMC, PWD and DPCC reported that increased vigil, inspections and prosecution action against the violators have significantly brought down the incidence of burning and dust emission from construction activities.
Officers of DDA informed that all the concerned officers have been sensitized about the orders of Hon'ble NGT for prevention of incidents of burning garbage/leaves etc., in the open about control of dust from construction activities. DDA, however, could not give details of inspections carried out and challans issued against the violators.
Traffic Police informed that prosecution action by the Traffic Police is being taken under the provisions of the Motor Vehicle Act. However, as per Traffic Police, orders of the Hon'ble NGT to impose a challan of Rs 5,000 each on polluting trucks entering Delhi can be enforced, when these are notified by the Delhi government.
Environment Department was directed to take up matter with DDA & Traffic Police and bring the contentions of both DDA as well as Traffic Police to the kind notice of Hon'ble NGT for taking a final view in the matter.
The three Municipal Corporations and other local bodies were asked to inform the Owners and Builders whose Building Plans have been sanctioned in the last two years, about the orders of Hon'ble NGT for complying with the Dust Control Norms.
It was also noted during the review meeting that Environment Department will apprise the Hon'ble NGT about levy of compensation in graded manner by prescribing various slabs commensurate with the degree of offence and will seek the directions of Hon'ble NGT for its implementation.
Noting the reduction in instances of burning of garbage/ dry leaves etc. in open and control of dust in construction activities, with the active support and cooperation of various Departments and agencies, it was decided that a review meeting will be convened on 8th February, 2016 and all the Departments and Agencies were once again requested to keep strict vigil on such unwarranted activities and impose the compensation as ordered by Hon'ble NGT.
