  • Status report on burning of garbage at Landfill Sites :
  • There are three landfill sites namely Bhalswa, Ghazipur and Okhla.

All three landfill sites are not designed as per the schedule 3 of the Municipal Solid Waste (MSW) Rules which came into effect in the year 2000.

DPCC has not granted authorization to all three landfill sites. Municipal bodies have informed that they have no other option but to use these sites for disposal of MSW as land is not available in Delhi. They have also informed that request has been made to DDA to allot land for landfill sites.

In Delhi there are five Municipal Authorities responsible for Municipal Solid Waste

generation and management. (Please see the attachment for all relevant details).

ON 11th FEBRUARY THIS YEAR, THE DELHI POLLUTION CONTROL COMMITTEE HAD IMPOSED A FINE OF RS 5,000 EACH ON THE EAST & NORTH MCDs FOR GARBAGE BURNING AT THE LANDFILL SITES (RELEVANT ORDERS ATTACHED)

  • Bhalswa landfill site was commissioned in the year 1994, Ghazipur in 1984 and Okhla in 1996.
  • Further, South Delhi Municipal Corporation and North Delhi Municipal Corporation have informed that these landfill sites being continued at the risk of human life.
  • Burning instances at landfill sites are common phenomenon as observed during the
  • inspection on 20.5.2015, 05.02.2016, 18.03.2016, and 22.03.2016.

A number of complaints have also been received from the public against the burning of garbage at landfill sites.

It is also an admitted fact by the municipal bodies that often burning of garbage is observed at landfill sites which is due to Methane Gas generation from the decomposition process of garbage.

No commitment has been made by Municipal bodies in time target manner for the establishment of scientific landfill sites and reclamation of land of existing landfill sites.

Letters and directions have been issued to municipal bodies but no action plan has been submitted.
