  • ENVIRONMENT MINISTER DIRECTS OFFICERS TO TAKE STRICT ACTION AS PER RULES AND REGULATIONS AGAINST THE VIOLATORS
  • DEPUTY CHIEF MINISTER WRITES TO ALL PRINCIPALS AND HEAD OF COLLEGES & SCHOOLS FOR SEEKING THEIR SUPPORT IN ANTI-FIRE CRACKER CAMPAIGN

The Minister of Environment, Govt. of Delhi, Shri Imran Hussain today reviewed action being taken by various stakeholder Departments and agencies regarding the ‘Anti-Fire Crackers Campaign’ to control air and noise pollution from the bursting of fire crackers during forthcoming Diwali festival, in a meeting convened by him.

The meeting was attended by Deputy Commissioners / SDMs of all districts who are the designated authority as per notification under Noise Pollution Rules 2000; Senior Officers of Police; besides senior officers of Environment Department and Delhi Pollution Control Committee (DPCC).

The Minister directed that strict action be taken, as per rules and regulations regarding following issues:-

1. Restriction on Licenses for sale of fireworks
2. Compliance of orders of Hon'ble Supreme Court of India dated 18th July, 2005 in WP(C) No. 72 of 1998 with Civil Appeal No. 3735 of 2005 regarding noise pollution and prevention especially relating to complete ban on bursting of sound emitting fire crackers between 10 p.m. to 6 a.m.
3. Implementation of Explosive Rules with respect to fireworks by the manufacturers.
4. The 11-district-wise inspecting teams of area SDMs and Executive Engineers (DPCC) constituted to check availability of imported fire crackers in the market should enhance their vigilance/field inspections/ visits.
5. The team(s) of Officers from Licensing Unit constituted to check godowns randomly for availability of imported firecrackers in the market should augment their vigilance/ field visits.
6. Arrangements made by Delhi Police regarding announcements for not bursting crackers after 10 pm by Police Control Room vans be made more visible in the eyes of public.
7. Arrangements made for monitoring of Ambient Air & Noise levels by DPCC on pre and during Diwali nights should be popularized.
8. Action Plan by SDMs regarding organizing meeting with RWA’s to sensitize them about Hon’ble Supreme Court directions putting complete ban on bursting of sound emitting fire crackers between 10 PM and 6 AM be made public and greater awareness created.
9. Mass publicity campaign through advertisements in leading newspapers and jingles to be aired on FM radio.
10. Action plan for creating public awareness with active participation of RWAs, Eco-club students etc. be executed in time bound manner.

11.Arrangements be made for undertaking large scale programmes on Anti firecracker campaign in various parts of the city from 24th October to 28th October at the following venues:-

The Minister appreciated positive response shown by public in the purchase of illegally imported Chinese Fire Crackers as their sales have reportedly seen appreciable slump so far in this season.

Shri Hussain lauded the role of all the stakeholder departments and agencies in the Anti Fire Crackers Campaign but emphasized the need for devoting more resources to make the campaign highly successful.
