  • PWD conducts round the clock operations to clear water logging from vulnerable points

PWD Minister Satyendar Jain and senior officials of the department on Saturday conducted round the clock field inspections to monitor the teams deployed by the department to clear the water logged at vulnerable points across Delhi.

According to the MeT department the Safdarjung observatory recorded 43.4 mm of rainfall while 41.66 mm of rainfall was recorded at Palam observatory till 8:30 AM. The rain started at 5:30 AM and it continued for about seven hours, with a maximum intensity for two hours from8:30 to 10.30 AM.

PWD teams were active right in the morning at 5:30 AM and started attending to the water logging wherever it was occurring with the help of mobile maintenance vans, which were well equipped to tackle the rain menace on PWD Roads.

The PWD deployed 202 portable pumps at different locations from wherever the complaints of waterlogging were coming. This was in addition to 529 permanent pumps at different locations to take care of the permanent vulnerable locations.

There were 131 mobile maintenance vans working all over Delhi on PWD roads, with 860 workers on these vans. A total of 584 complaints received on Saturday in the PWD Flood Control Room by 1:00 PM, out of which 408 had been attended by 1 PM itself. The clearance time of water logging varied from 15 minutes to 1 hour.

It was observed that the problem of waterlogging work occurred because of lot of flow of silt/sludge from the MCD drains, which are upstream of PWD drains. Despite the large claims of all the three Municipal Corporations that they had completed the pre-Monsoon desilting work, it was seen that a lot of silt was coming from the municipal corporation drains, thus reducing the capacity of the PWD drains, resulting in overflowing of the drains and causingwaterlogging at many places.

PWD maintains 1260 kilometre of roads in Delhi. Traffic Police reported that waterlogging had resulted in traffic jams at certain locations in Delhi, specially South, East and North Delhi.

Most of the locations of water logging reported by Traffic police like Ring Road, Defence Colony, South Ex, Nehru Place, Sarai Kale Khan, Okhla junction etc are locations which have been handed over to the DMRC forconstruction of phase 3 and 4 lines. DMRC has not been maintaining these stretches properly, despite a lot of reminders from PWD.

Rest of the locations constitute only about 25 km length of 1260 km PWD roads,which is hardly two percent of PWD’s length of roads. Balance length of PWD roads did not face any water logging on roads. It was also observed that specifically during heavy rainfall period, many traffic lights were also not functioning, which added to the traffic jam situation.

The clearance time of water logging is vary from 15 minutes to 1 hour.The longer time taken to clear water logging is due to silt and municipal waste flowing from MCD drain to PWD drain and overflow at low lying areas. At No. of places sewer is mixing with the storm water drain. This result into overflowing of storm water drain. Water logging at AIIMS grade separator is due to pumping of water by NBCC from its site to PWD drain.
