The second award function under the Bill Banvao Inam Pao Scheme of the Department of Trade & Taxes was held today in Delhi Secretariat. Shri Manish Sisodia, Deputy Chief Minister, Delhi presented cheques of Rs.4.5 lakhs to 54 lucky draw winners. Out of these, 4 winners namely, (i) Dr. Amrender Pathak (ii) Shri Pawan Gupta (iii) Shri Vikas and (iv) Shri Dheeraj Sagar got the maximum prize of Rs. 50,000/- under the Scheme. Rest of the winners received prize of 5 times of their purchase; excluding tax. The function was attended by Shri Shiv Charan Goel Parliamentary Secretary (Finance), Shri K K Sharma Chief Secretary, Delhi, Commissioner Trade and Taxes, Shri S. S. Yadav and large numbers of traders.

Awarding the winners, Shri Manish Sisodia thanked to people of Delhi for coming forward and uploading the bills of their purchases in a big way. “By uploading the bills people have contributed immensely towards better tax collection and development of the city, the Scheme has also been appreciated by the large section of traders who are doing business honestly as it has helped in creating a level playing field in the market” – he said.

He further said with more and more tax evaders getting caught and prosecuted the malpractices are reducing, benefiting honest traders. He appealed to the people of Delhi to come forward and join this movement against tax evasion by uploading each bill of their purchase.

Bill Banvao Inam Pao Schemes was launched in January, 2016 and has become an instant hit among the people of Delhi. A mobile App DVAT bill has been launched by the Department to enable people upload bill of their purchase. 1% of valid entries get prize equal to 5 times the bill amount through lucky draw. The scheme is becoming increasing popular. While in the month of January 2016, over 4,000 bills were received through the DVAT Bill App, in the month of February 2016, 8339 bills were uploaded. The bills uploaded by people of Delhi have helped the department in catching tax evaders, dealers doing business on cancelled and invalid TIN and dealers manipulating their records to evade tax.

By uploading the bills of their purchases, people of Delhi have become silent law enforces and are helping the government in catching the tax evaders in a big way. On the scrutiny of the records of the dealers whose bills were uploaded by people in January, 2016, 224 dealers were found manipulating records by deleting the bills or showing reduced amount of bills in their record. The department has taken a very serious view of such manipulators and is prosecuting all these 224 dealers in the Court of Law. On conviction such dealers may face rigorous imprisonment upto 6 months and fine. Scrutiny of bills received in the month of February 2016 is under process and more such dealers are likely to be detected.

Scrutiny of bills uploaded by people has also revealed details of 50 dealers who are doing business on cancelled TIN. They are collecting VAT from people but are not depositing the same with the government. More than 500 traders who are doing business on invalid TINs have also been discovered. From the 11 cancelled dealers whose bills were uploaded in January 2016, more than Rs.22 lakhs has been recovered as tax and penalty. Action against cancelled dealers detected on basis of the bills of February, 2016 is under way. Apart from monitory penalty, prosecution of such dealers will also be taken up in the Court of Law of appropriate jurisdiction.
