In pursuance of Cabinet decision taken last year for processing all requests for road cutting/road digging for getting permissions online through an integrated platform, the PWD of Government of Delhi and SBI have Friday signed an MoU in presence of the Chief Secretary, Govt. of NCT of Delhi, Shri K. K. Sharma at Delhi Secretariat. The Secretary, PWD, Shri Ashwini Kumar and DGM, SBI, MS Suleha Ahmad signed the MoU. Secretary, IT Shri Pawan Kumar Sharma, Senior Officers of all the three MCDs, NDMC, DJB,IGL, BYPL, TPDDL,MTNL etc. were also present on this occasion. This is the 1st time in the country that any Government will be able to grant online permission for road cutting/road digging.

Online platform for road-cutting permission

Cabinet had vide decision no 2358 dated 06.06.2016 decided (on a proposal from PWD) that all requests for road cutting permissions shall be processed online on an integrated platform. Geospatial Delhi Limited and Delhi e-Governance Society (DeGS) have designed and developed a web based application which will bring together the two major stake holders i.e. Road Cutting Agencies like MTNL, IGL, BRPL, TPDDL & DJB etc and Road Owning Agencies like PWD, New Delhi Municipal Council and the three Municipal Corporations onto a single online platform. The applicants can now log on to gsdl.org.in /pdmsand apply online.

It is mandatory for all the road cutting agencies to display Unique ID number, generated through PDM application, at the site of digging. The application will enable the applicant to log into the website and mark the road which needs to be cut/ dig. The length of the road to be cut will be calculated automatically by the system.

Advantages

(i) A uniform charge @ Rs. 3500/- per sq. mt for the restoration of road after the services are laid has been fixed.

(ii) Permission will be granted online within stipulated period after submission of application.

(iii) Inspection to be carried out by the concerned agencies within three days of receipt of application.

(iv) Payment will be made through SBI Payment Gateway.

(v) Online information will be available to the Road Cutting and Road Owning Agencies in a transparent manner.

Various hurdles faced in the implementation of the Plan Dig Monitor (PDM) application were sorted out in the Chief Secretary level meetings held from time to time.

E-Payment

PWD, GNCTD and State Bank have joined hands for launching SBI e-pay services (covering internet Banking facility of 42 Banks) for applicants of Road cutting agencies, for applying and paying the requisite fee online to PWD, Delhi Govt. which shall be further transferred to concerned land owning agency.

Delhi is witnessing large scale infrastructure growth in different sectors like power, water, telecom and many other areas. To accommodate the need of development, roads are being cut / dig routinely by agencies like DJB, IGL, BYPL, TPDDL & MTNL and private players etc.

At present the agency that requires permission needs to visit multiple offices of different agencies or different road owning agencies, multiple rates adopted by agencies, with no time limit specified for disposal.

The present system leads to overall delays and project cost and time over-runs for both Road Owners and Utility Owners. It also leads to monetary loss for the utility agencies as well as the road owning agencies of the GNCTD apart from inconvenience to the general public as dug up roads / delayed road improvement projects result in accidents, traffic jams and loss of precious man-hours in longer commuting time.

Chief Secretary has asked Secretary PWD to review the functioning of the system after interval of every 15 days.
