Deputy Chief Minister and Education Minister Mr Manish Sisodia on Saturday announced the initiative to ensure every child studying in classes 6-8 of Delhi government schools will attain a minimum reading level.

Mr Sisodia said the Department of Education has accepted this initiative as a challenge and will leave no stone unturned in achieving it.

The initiative to achieve minimum learning levels is based on a recent comprehensive study of the Delhi government schools undertaken by the Department, which had shown that 74 % children in class 6 are unable to read.

It had also come to light in the same study that 46% children in class 6 were unable to even read textbooks meant for class 2.

Mr Sisodia said teachers are faced with a dilemma since in a same class on the one hand there are children who can read and understand everything and on the other, some children are unable to read.

This leads to a sense of inferiority in children who are weak in studies and further leads to a dropout, said Mr Sisodia.

Deputy Chief Minister said the government target is to ensure every child develops self confidence and is able to say - – I can read, I can understand, I can learn, I can do.

He said all the teachers, principals and the entire department will work towards making this initiative a success.

Teachers will conduct an internal assessment on 14th November in schools, this will be followed by DIET students to be deployed by SCERT in schools to assist Heads of Schools in assessing reading levels between 15-20 November. This will complete both internal and external assessment of students.

In the next phase, Delhi government schools will opened for a week from November 21st to parents, SMC members, activists, journalists and other guests who wish to see the minimum reading levels of children studying in classes 6-8.

Deputy Chief Minister said Delhi government appeals to the society to become a part of this transformation of government schools.

The government will announce an incentive scheme for teachers, principals and schools which will show good results.

नई दिल्ली। दिल्ली सरकार के सरकारी स्कूलों में पढ़ने वाले हर बच्चे को
14 नवंबर तक कम से कम “मिनिमम रीडिंग लेवल’ पर ले आया जाएगा। दिल्ली सरकार के शिक्षा विभाग ने इस काम को एक चुनौती के रूप में स्वीकार किया है। दिल्ली के उप-मुख्यमंत्री और शिक्षा मंत्री मनीष सिसोदिया ने एक प्रेस कांफ्रेंस में ये बातें कहीं।
पिछले दिनों दिल्ली सरकार के शिक्षा विभाग ने अपने सरकारी स्कूलों में पढ़ने वाले बच्चों का सर्वेक्षण करवाया था। इसमें ये बात निकलकर सामने आई थी कि 6वीं में पढ़ने वाले 74 परसेंट बच्चे अपनी किताबें तक नहीं पढ़ सकते। इतना ही नहीं, इस सर्वेक्षण से ये भी पता चला कि 6वीं के 46 फीसदी बच्चे तो दूसरी क्लास की किताबें नहीं पढ़ने में भी सक्षम नहीं हैं। इस स्थिति को देखते हुए शिक्षा विभाग ने ये नई पहल की है।
शिक्षा मंत्री मनीष सिसोदिया ने कहा, ऐसा नहीं है कि दिल्ली के सरकारी स्कूलों में पढ़ने वाले बच्चे पढ़ाई में अच्छे नहीं हैं। लेकिन बच्चों का एक बड़ा वर्ग ऐसा भी है जिसे अपनी किताब तक पढ़ना नहीं आता। उन बच्चों के अंदर आत्मविश्वास पैदा करने के लिए हम ये पहल कर रहे हैं।
उन्होंने कहा कि एक ही क्लास में एक बच्चे को सब कुछ समझ में आता है तो दूसरा किताब भी नहीं पढ़ पाता और टीचर्स सभी बच्चों को एक जैसा पढ़ाते हैं। ऐसे में कमजोर बच्चा कुंठा का शिकार होता है और फिर ड्रॉप आउट होता है।
मनीष सिसोदिया ने कहा हमारा लक्ष्य है कि हर बच्चे में आत्मविश्वास पैदा हो और कहे “आई कैन रीड, आई कैन अंडरस्टैंड, आई कैन लर्न, आई कैन डू।

इस पहल के बारे में विस्तार से बताते हुए शिक्षा मंत्री ने कहा कि इसके लिए सभी शिक्षक, सभी प्रिंसिपल, पूरा शिक्षा विभाग मेहनत करेगा। 14 नवंबर को टीचर्स द्वारा इंटरनल असेसमेंट करवाएंगे। इसके बाद 15 से 20 नवंबर के बीच स्टेट काउंसिल ऑफ एजुकेशनल रिसर्च एंड ट्रेनिंग (एससीईआरटी) के डिस्ट्रिक्ट इंस्टीट्यूट ऑफ एजुकेशन एंड ट्रेनिंग (डायट) के स्टूडेंट्स स्कूलों में जाकर असेसमेंट करेंगे। ये एक तरह से इंटरनल औऱ एक्सर्टनल दोनों तरह असेसेमेंट होगा।
उन्होंने कहा, 21 नवंबर से एक हफ्ते तक हम अपने स्कूलों को समाज के लोगों के लिए खोलेंगे। हम चाहते हैं कि समाज से लोग आएं और हमारे बच्चों के साथ इंटरैक्ट करें। बच्चों की स्थिति के बारे में जानने के लिए पैरेंट्स, एसएमसी मेंबर्स, एक्टिविस्ट्स, जर्नलिस्ट्स, गेस्ट्स इत्यादि प्रिंसिपल्स के परमीशन से विभिन्न स्कूलों में जा सकेंगे। हम चाहते हैं कि समाज के लोग इस ट्रांसफॉर्मेशन से रूबरू हों क्योंकि सरकारी स्कूलों में इतना बड़ा ट्रांसफॉर्मेशन कभी नहीं हुआ। मनीष सिसोदिया ने ये भी कहा कि जो टीचर्स, प्रिंसिपल्स और स्कूल इस पहल में बेहतरीन रिजल्ट देंगे उनके लिए सरकार अलग से इंसेटिव स्कीम बनाएगी।
शिक्षा मंत्री ने ये भी कहा, “क्वालिटी एजुकेशन के लिहाज से देखेंगे तो ये बहुत छोटी बात लगती है। क्योंकि एक तरफ दुनिया में कंप्यूटर एजुकेशन, स्मार्ट एजुकेशन, साइंटिफिक एजुकेशन की बात हो रही है और हम यहां पर बात कर रहे हैं कि हम अपने बच्चों को पढ़ना सिखाएंगे। लेकिन हमें सच्चाई स्वीकार करनी चाहिए। जब तक हम अपनी सच्चाई स्वीकार करके उस पर काम नहीं करेंगे तब तक दुनिया भर में हम क्वालिटी एजुकेशन की बात करते रहें, उसका कोई फायदा नहीं।
