  • Detailed inquiries to ascertain the truth about the suicide by a juvenile inmate at an Observation Home


Delhi government on Wednesday initiated a departmental inquiry into the suicide by a juvenile inmate in protective custody at the Observation Home for Boys in North Delhi on Tuesday evening.
The departmental inquiry will be conducted by the Director, Women and Child Development Department to ascertain whether there was any foul play in the case and will also fix responsibility in the entire matter.

Separately, a report about the incident has been submitted to the District Magistrate (North) for initiating further necessary action.

Apart from this, Principal Magistrate of the Juvenile Justice Board is conducting a separate probe into the sequence and circumstances of how such an incident took place.

Facts of the case reported are as follows :

On Wednesday, at around 5:10 PM, a juvenile attempted to commit suicide by hanging on the ceiling fan in the dormitory of the Observation Home.

Immediately upon being informed, the Superintendant, Welfare Officer and a nurse took him to Bara Hindu Rao Hospital and subsequently, PCR was also informed about the incident.

But, the juvenile did not survive and the doctors attending on him in the Emergency at Bara Hindu Rao Hospital declared him brought dead.

Principal Magistrates of all the three Juvenile Justice Boards in Delhi i.e. JJB-I, JJB-II & JJB-III and authorities in the Department of Women & Child Development, Delhi and also the SHO of Police Station Mukherjee Nagar were informed about the incident immediately thereafter.

Juvenile in conflict with law in question was admitted to protective custody (judicial custody) in Observation Home for Boys by the order of the Principal Magistrate of Juvenile Justice Board-II.

(Given the sensitivity in case of juveniles, the government has decided not to reveal the details of the case any further).

A Principal Magistrate of Juvenile Justice Board has already visited the Observation Home at and conducted a preliminary inquiry by taking statements of few juveniles in conflict with law and the matter was subsequently reported to the Registrar General of High Court of Delhi.
SHO, Mukherjee Nagar was also requested to take further necessary steps.
