The Deputy Chief Minister, Delhi Shri Manish Sisodia today lauded the people of Delhi for their enthusiastic participation in the Bill Banvao Inaam Pao Scheme and for bringing tax evaders to the book. “VAT is built in MRP of the commodity and citizens pay VAT when they purchase goods. But by not issuing the bills and manipulation of records, many dealers misappropriate the VAT paid to them by people for depositing with the Government. Shri Sisodia was speaking while distributing the awards to the prize winners of third draw of Bill Banvao Inaam Pao Scheme in a function organized by VAT Deptt. at Delhi Secretariat. Under the third award function, the Deputy Chief Minister distributed cash awards to 94 winners.
Shri Manish Sisodia appealed the people to become Brand Ambassador of the Bill Banvao Inaam Pao Scheme to enable the Government to collect tax ( Revenue) which will be further used for Delhi, its hospitals, roads, education, flyovers, better health & medical facilities for the welfare of the people. He also appealed the people to popularize the scheme Bill Banvao Inaam Pao Scheme, as it has become a movement against the tax evaders and is adding to the collection of tax.
Shri Manish Sisodia further said that by participating in the Scheme and uploading the bills, people have effectively ensured that the hard earned money they pay as VAT reaches the government for development of the city” he added.
Commissioner, VAT Shri S.S. Yadav informed that the Department has caught 264 traders found manipulating the sale records based on bills uploaded by people. The Department is collecting evidence against these dealers and will file chargesheet in the Court of Law against them.
“We thank the people of Delhi for enthusiastic participation in the scheme and helping us in catching the tax evaders”, said the VAT Commissioner Delhi Sh S.S. Yadav. “We expect the same cooperation from the people in the coming months as well. I appeal to the people of Delhi to insist on issue of bills of each purchase made by them as the VAT is included in the MRP and is charged by the seller. By uploading the bill the people make sure that the VAT paid by them reaches the government and is used for development of Delhi. Uploading of bill is a very simple process and takes less than a minute”, Shri Yadav added.
The winners were selected through computerized draw of lots out of the total bills received under the scheme. 3 participants have won Rs. 50,000/- each, the maximum amount of prize under the scheme while 91 other have won 5 times the amount of purchase made by them though the bill uploaded.
Bill Banvao Inam Pao scheme is becoming increasingly popular amongst the people of Delhi. The participation is increasing every month. The scheme was launched in January 2016. In the month of January, 4,179 bills were received which went up to 8,339 in February. In the month of March 2016, a record number of 14190 bills were received under the scheme. Out of these 9,295 bills were found valid as per the guidelines of the scheme.
To be eligible for prize under the scheme, the bill should be from a dealer registered with the Department i.e. having a valid TIN number mentioned on it. Bills of purchase made from other States including Uttar Pradesh and Haryana can’t be uploaded. The bill should be more than Rs 100 and should be uploaded within 7 days of making the purchase. The bill should not be of tax free items. Moreover, bills of purchase of petrol and diesel are not eligible.
People can participate in the scheme by downloading the “DVATBILL” from playstore or appstore and uploading the bills of their purchase through the App. 1% of the entries are selected for prize through computerized draw of lots. Winners get prize equal to five times the amount of bill upto a maximum of Rs 50,000.
By participating in the scheme and uploading the bills of their purchases, the people of Delhi have not only won prizes but have also helped the Department in catching tax evaders, traders doing business on invalid/cancelled TIN and dealers manipulating the records of their sales. The Department has recovered more than Rs. 1 crore from such tax evaders so far and have also initiated prosecution of the dealers found manipulating the records.
