  • Deputy Chief Minister & Finance Minister Manish Sisodia releases the final figures on the status of Plan Expenditure and Revenue Collection for the financial year 2015-16
  • Plan expenditure of Rs 14965 crore incurred during 2015-16 is the highest during last four financial years.
  • This is despite the fact that the regular budget was approved by the Delhi Assembly in the month of June and most of the works were taken up from July onwards.
  • Tax collection shows a growth of 13.6% despite no increase in VAT and no advance tax collection.

Deputy Chief Minister and Finance Minister Mr Manish Sisodia on Tuesday released the final statistics on the status of Plan Expenditure and Revenue Collection for the financial year 2015-16.

Salient features of these figure are as follows :

1) An amount of Rs 14965 crore was spent under Plan during 2015-16. The regular Budget was approved in June 2015 and most of the works were actually taken up from July, 2015 onwards. The Plan expenditure during the last four years was within the range of Rs 13422 crore to Rs 14271 crore. The Plan expenditure of Rs 14965 crore incurred during 2015-16 was the highest during the last four years.

2) The growth in tax collection during 2015-16 is 13.6% as compared to 2.6% in 2014-15 and 10.6% in 2013-14. The total tax collection during 2015-16 is Rs 30225 crore which is 96.4% of revised estimates of tax collection of Rs 31370 crore. The collection under Stamps & Registration Fees during 2015-16 is RS 3434 crore with a growth of 20.8% over the previous year collection of Rs 2842 crore. There was a negative growth under Stamp & Registration Fee during last two years. In case of State Excise, the total collection in 2015-16 is Rs 4238 crore with a growth of 23.8% over previous year. The growth in 2014-15 in State Excise was 8.6% and 9.8% in 2013-14. Growth rate under VAT was 10.7% with a collection of Rs 20246 crore as compared to Rs 18289 crore collected in 2014-15. The growth under VAT during 2014-15 was only 2%. The growth under Entertainment Tax during 2015-16 is about 60% as against 3.3% growth during 2014-15. The growth under Luxury Tax is 33% in 2015-16 as compared to 7.8% growth in 2014-15.

3) The non-plan expenditure was reduced from Rs 22129 crore in BE 2015-16 to Rs 21565 crore in the revised estimate and due to various economy measures taken by the Government, the actual non-plan expenditure could be contained at the level of Rs 20275 crore in 2015-16.

4) The Government of NCT of Delhi has also made advance refund of Rs 1049 crore of small saving loan to Government of India in 2015-16 since the Government could smoothly manage its entire expenditure with improved revenue collection.
