  • Delhi Govt releases data of action against polluters in the national capital

Delhi Government on Friday released the data of action taken so far by various regulatory agencies against violators responsible for different sources of air pollution in the national capital.

Environment Minister Mr Imran Hussain directed release of the data on steps taken to by different agencies to tackle air pollution.   (Please find attached the entire data along with this press release).

The Minister informed that action against the violators of dust control measures, Revenue Department has issued 854 challans and recovered around Rs.1.61crore,  EDMC has issued 648 challans and collected Rs. 53.55 Lakh, SDMC has issued 1026 challans and collected around Rs. 73.60 Lakh, North DMC has issued 378 challans and collected around Rs. 59.15 Lakhs,  PWD has issued 114 challans and collected Rs. 12.35 Lakh, and the DPCC has issued 141 notices and recovered Rs. 1.57 crore from violators as on 26.10.2016.

Similarly, against the people found indulged in burning in open, Revenue Department has issued 136 challans and recovered Rs. 3.8 Lakh, EDMC has issued 242 challans and received Rs. 5.23 Lakh, North DMC has issued 262 challans and recovered Rs. 4.24 Lakh as on 26.10.2016.

Mr Hussain further informed that other agencies are also taking action.  He appealed to all land owning agencies to intensify their inspection as winter is fast approaching and air pollution problem needs to be effectively controlled.

The Minister has been regularly reviewing action taken against the polluters by the various agencies viz. Revenue Department, Delhi Development Authority(DDA), New Delhi Municipal Council (NDMC), East/North/South MCDs,  Delhi Cantonment Board(DCB), Central Public Works Department (CPWD), PWD,  Traffic Police and Delhi Pollution Control Committee (DPCC).

The National Green Tribunal (NGT) in its  order in O.A. 21 of 2014 titled “Vardhman Kaushik Vs. UOI”has put a complete prohibition on burning of garbage, dry leaves, waste, plastic, rubber etc and has also directed for complying with dust control measure norms at construction sites.

The NGT had directed all Land Owning Agencies in Delhi to impose fine of Rs.5,000/- on  persons found  burning of leave material in the open and fine upto Rs. 5 lakh on the owners/ builders who are found not following the dust control measures while carrying out construction activity.

Delhi Government has also conferred powers on SDMs & Tehsildars to levy fine of Rs. 5000/- on the persons found indulged in burning of dry leaves, waste material, plastic, rubber etc. in open.  Besides this all the land owning agencies, municipal corporations, DDA, Delhi Cantonment Board etc. are similarly vested with powers to impose levy of like amount from the violators.
