Please find attached copies of letters written by the Delhi Pollution Control Committee (DPCC) to the Commissioner of Police, Delhi and Commissioner of Customs (Import & General) giving directions under Section 31(A) of Air (Prevention & Control of Pollution) Act, 1981, for prohibiting the import and sale of harmful crackers in Delhi. 

Further, the Environment Minister Mr Imran Hussain on Thursday reviewed the steps to control air pollution with the onset of winter in Delhi. 

The Minister informed that in order to have effective coordination among all the pollution controlling agencies i.e. Districts Magistrates and SDMs(Revenue Department), DPCC, Delhi Police, Traffic Police, Petroleum and Exposure Safety Organization (PESO) of Department of Explosive, Directorate of Education, a meeting was convened by the Environment Department for checking their preparedness and action plan for controlling air and noise pollution.

Mr Hussain also informed that in order to keep pollution under control even as Delhites enjoy the festival season, following measures have been recommended to the agencies for implementation:-

(a) Restriction on Licenses for sale of fireworks

(b) Compliance of orders of Hon’ble Supreme Court of India dated 18th July, 2005 in WP(C) No. 72 of 1998 with Civil Appeal No. 3735 of 2005 regarding noise pollution and prevention especially relating to complete ban on bursting of sound emitting fire crackers between 10 PM to 6 AM.

(c) Implementation of Explosive Rules with respect to fireworks by the manufacturers.

(d) Inspecting teams comprising of area SDMs and Executive Engineers (DPCC) to be constituted to check availability of imported fire crackers in the market.

(e) Officers from Licensing Unit to check godowns randomly for availability of imported firecrackers in the market.

Delhi Government has launched an Anti Fire Cracker Campaign to be observed for the ongoing festive season.

The Government is seeking active cooperation of all the enforcement agencies to monitor air and noise pollution especially during the festival season.

The Minister also appealed to the citizens of Delhi for lending their hand in making the Campaign a successful one which will help in controlling air and noise pollution during the festive season.
