Further to the initial reaction by the Deputy Chief Minister & Finance Minister Mr Manish Sisodia, please find below the pointwise detailed response of the Delhigovernmentto the UnionBudget for the financial year 2017-18 presented in the Lok Sabha by the Union Finance Minister Mr Arun Jaitley earlier in the day (Wednesday, 1st February) :
Not a single rupee has been enhanced in the Budget 2017-18 for NCT of Delhi by the Government of India :
1. No Increase in Share in Central Taxes
In the Union Budget 2017-18, the share in Central Taxes of Delhi has not been increased from Rs 325 crore which is stagnant since 2001-02. The Government of NCT of Delhi deserves its legitimate share in Central Taxes to finance various developmental projects. We had requested the Government of India a number of times to enhance the allocation to at least Rs 5,000 crore as share in Central Taxes as against Rs 325 crore being released to NCT of Delhi. The Budget of NCT of Delhi has increased from Rs 8739 crore in the year 2001-02 to Rs 46,600 crore in 2016-17, whereas the share in Central Taxes has remained frozen at Rs 325 crore since 2001-02. However, states are getting share in central taxes every year based on the annual increase in collection of central taxes.
2. No Amount given to Local Bodies
In the Budget 2017-18, Government of India has not earmarked any funds to Local Bodies in NCT of Delhi although we had requested for allocation of Rs 4087 crore as Local Bodies grant based on Rs 488 per capita per annum derived by 14th Central Finance Commission for its award period of 2015-20. Government of India providing basic and performance grants to local bodies in all states, However, Local Bodies in Delhi are not getting any support from the Government of India although we are providing 10.5% of our annual tax collection to the Local Bodies.
3. No Increase in Normal Central Assistance
The Normal Central Assistance to NCT of Delhi during 2017-18 has been proposed at Rs 412.99 crore which is at the same level of current year 2016-17. There is no increase in the Normal Central Assistance in the year 2017-18. However, we had requested to increase the Normal Central Assistance to at least Rs 1000 crore in the current year RE and Rs 1500 crore in 2017-18 BE.
4. Reimbursement of Enhanced Compensation to 1984 Riot Victims
Government of NCT of Delhi has already paid about Rs 96 crore as enhanced compensation to 1984 riot victims in the current year. However, in the Union Budget, an amount of Rs 75 crore in the current year RE and Rs 15 crore in the next year BE has been proposed for reimbursement to GNCTD.
5. Disaster Response Fund
In the Union Budget 2017-18, an amount of Rs five crore as Grant has been proposed for GNCTD towards Disaster Response Fund which is at the same level of Rs five crore in the current year.
The Government of India has proposed Rs 758 crore in the MHA Budget (Demand NO. 54) 2017-18 for NCT of Delhi which is at the same level of current BE 2016-17. Thus, not a single rupee has been enhanced in the Budget 2017-18 for NCT of Delhi by the Government of India.
