- DELHI GOVERNMENT GETS SUPPLY CODE AMENDED
- TO PROVIDE RELIEF TO ELECTRICITY CONSUMERS FROM ARBITRARY ENHANCEMENT OF SANCTIONED LOAD BY THE DISCOMS
A large number of public grievances were received against arbitrary, suo-moto enhancement of sanctioned load by DISCOMS in Delhi. Therefore, in public interest, the Government of NCT of Delhi issued policy direction to DERC under Sections 108 of the Electricity Act, 2013 for amendment of the provisions pertaining to revision of sanctioned load based upon maximum demand readings for domestic consumers.
Accordingly, the Delhi Electricity Regulatory Commission (DERC) has on 01.04.2016 amended the DERC Supply Code and Performance Standards Regulations. The salient features of the amendment are as under:
1. The DISCOMs shall take the highest of average of Maximum Demand readings recorded as per billing cycle covering any four consecutive calendar months in the previous financial year. Further such average will be rounded off on the lower side. Earlier method of taking average of any three highest maximum demand readings in a year was not consumer friendly.
2. Differential SLD charges shall be charged from the consumers only in those cases where the service line is actually changed by the Licensee.
3. For domestic consumers having sanctioned load up to 5kW in the last billing cycle of previous financial year, if the computed load is less than the sanctioned load, the load shall be reduced automatically.
4. In cases of load reduction, the Licensee shall refund the pro-rata security deposit.
5. The separate notice for upward or downward revision of sanctioned load shall be issued by31st May of the financial year. No notice for upward revision shall be issued thereafter.
6. In case a notice for downward revision is not issued by 31st May, the DISCOMs shall paycompensation of Rs. 500 to the affected consumer.
This people friendly step by the Delhi Government and DERC will provide huge relief to the electricity consumers in Delhi and public grievances on this account will be eliminated.
