  • GIVEN BELOW IS THE REPORT OF THE COMMITTEE WHICH WAS SET-UP BY TRANSPORT MINISTER GOPAL RAI TO ASCERTAIN THE CAUSES OF FIRE AT LANDFILL SITES AND YAMUNA FLOOD PLAINS :

Deficiencies observed by Committee constituted regarding the incidents of fire at Ghazipur & Bhalswa landfill sites and in Yamuna flood plains behind Rajghat Power Station.

In pursuance of the discussion held in the coordination meeting for odd-even part-2 regarding the incidents of fire at Ghazipur and Bhalswa landfill sites and in Yamuna flood plains behind Rajghat Power Station, a Committee consisting of the following officers has been constituted vide order No. Secy./MoT&GAD/2016/1601-05 dated 21.04.2016 to visit the above said sites and inquire into the reasons of these fire incidents:-

1. Sh. Kulanand Joshi, Member Secretary, DPCC/ Spl. Secy. (Environment) – Chairman.
2. Sh. K.K. Dahiya, Spl. Commissioner (Transport), GNCTD – Member.
3. Area Additional District Magistrate, Revenue Deptt., GNCTD – Member.
4. Sh. Onkar Marathe, Dy. Director (Local Bodies), Urban Dev. Deptt., GNCTD – Member.

Deficiencies observed at Bhalswa landfill site:
1. The landfill site was commissioned in 1994. The landfill site is not scientifically designed.
2. Landfill site is not designed as per the schedule 3 of the Municipal Solid Waste (MSW) Rules which came into effect in 2000.
3. No action plan has been submitted by North Delhi Municipal Corporation for alternate landfill site and reclamation of existing land.
4. DPCC has not granted authorization under MSW Rules.
5. 2150 MTD unprocessed waste is disposed at landfill site. This is the main cause of generation of methane due to decomposition of organic waste.
6. Burning observed during the inspection carried out on 05.02.2016, 18.03.2016, 22.03.2016, 21.04.2016 & 23.04.2016.
7. No standard operating plan including fire prevention plan exist.
8. No gas extraction facility exists to prevent fire instances.
9. No leachate treatment plant exists.
10. No fire tenders stationed at landfill site whereas fire at landfill site is a common phenomenon.
11. No safety/health measures taken for the people working at the site.
12. No fund allocation for landfill site.
