Chief Secretary, Govt. of NCT of Delhi Shri K.K. Sharma has directed all the Secretaries/ HoDs of the Department concerned to submit compliance of the NGT (National Green Tribunal) order in time and also work on Action plan in time bound manner in order to improve the air quality of Delhi. The Chief Secretary was passing the instructions to the HODs to the Departments concerned while convening high-level meeting recently at Delhi Secretariat. The meeting was convened by the Chief Secretary, Delhi in compliance of directions of NGT vide order dated 16/3/2015 in Original Application No. 21 of 2014 titled, "Vardhman Kaushik Vs UOI & Ors." regarding air pollution. The meeting was attended by the Senior Officers of Department of UD, PWD, Transport, DDA, DIMTS, Delhi Pollution Control Committee, Delhi Police, Traffic Police, all Municipal Corporations & DUSIB.
Secretary (Environment) Shri Sanjiv Kumar informed the Chief Secretary about the various orders of Hon’ble National Green Tribunal & Hon’ble High Court of Delhi regarding Air Pollution in National Capital Territory of Delhi.
Shri Sharma was also apprised that Delhi Pollution Control Committee and two other Agencies are monitoring ambient air quality in Delhi at 20 stations. Efforts have been made in the past to improve ambient air quality in Delhi by taking number of measures. However, increase in population with a consecutive increase in vehicular population, construction activities in Delhi as well as NCR states, meteorological conditions including horizontal / vertical wind direction / speed has led to a situation which needs to be tackled at the earliest.
The Chief Secretary was informed by Secretary (Environment) that Delhi Govt. has formulated action plan for short term measures and long term measures required to tackle air pollution. There are number of petitions filed by concerned citizens and as a result GNCT of Delhi as well as Govt. of India have been asked to file steps taken to reduce air pollution.
Chief Secretary directed Transport Department to prepare realistic data of private vehicles more than 15 years old. Transport Department was asked to launch online website for getting information on vehicles 15 years and above, from private owners and update the data base at the earliest. He was informed that about 28 Lac vehicles are more than 15 years old on the basis of registration data. This may not include the vehicles disposed off, sold, transferred and taken out of Delhi.
Spl. Secretary, Transport informed Chief Secretary about issues of the ban on vehicles more than 15 years old. Chief Secretary desired Transport Department may check with the Ministry of Road Transport & Highways, Govt. of India as to what stand has been taken by Ministry keeping in view NGT orders and keeping in view the provisions of the Act.
Special Commissioner (Traffic) informed Chief Secretary that Traffic Police has impounded about 1100 vehicles more than 15 years old after the NGT order.
Chief Secretary suggested Traffic Police to take steps to ensure uninterrupted vehicles movement at optimum speed, reduce halt at red lights / traffic junctions thereby reducing pollution.
Special C.P (Traffic) requested that Municipal Corporation need to list out parking capacity at various locations in their respective jurisdiction. Chief Secretary stressed upon the need to identify and demarcate parking areas and No Parking Zones. It was further suggested that parking bay with boxes need to be clearly marked in consultation with Traffic Police. Corporations in consultation with road owing agencies should ensure that parking is regularized in all areas especially market areas by extending marking of parking bays / boxes to more areas. All concerned should make action plan in this regard and submit to NGT through their administrative Secretary.
Superintending Engineer of North MCD informed the Chief Secretary that North MCD has developed six multilevel parking in its area. It was informed that due to non availability of contractor, the multilevel parking at Kamla Nagar is lying unutilized. Chief Secretary directed North MCD & Traffic Police.
to work out a solution for effective utilization of surface parking by marking parking boxes in an around the roads in Kamla Nagar market and enforce the resultant surface parking plan. All other vehicles would then be compelled to utilize the multi level parking available at Kamla Nagar.
Secretary (Environment) informed the Joint Secretary (UD) present in the meeting to inform Delhi Urban Shelter Board (DUSIB) to take effective steps for handing over the land for temporary parking by DUSIB at the earliest.
For increasing the number of cluster busses with a view to strengthen Public Transportation, Commissioner (Transport) informed that they are taking the matter with DDA for providing parking space to accommodate 1085 cluster buses at the earliest. Chief Secretary asked the Deptt to examine other innovative solution to solve the issue of parking of cluster buses. It was observed that the road space occupied by buses is much less compared to equivalent car spaces.
It was decided that respective Municipal Corporations, land owning Agencies, Delhi Police and DPCC will take necessary action as directed by NGT. Regarding check on burning of leaves, garbage, plastic etc., it was decided that respective Municipal Corporations and Horticulture/ Greening agencies, Delhi Police and DPCC will take necessary action as directed by NGT. Other directions of various NGT orders were also discussed and it was decided that as per directions of NGT, the concerned Secretary/HOD, to whom directions of various NGT orders pertain, will directly file the report with NGT in time.
Chief Secretary directed all the Departments concerned to work upon the issues in a time bound manner.
