The Delhi cabinet, in its meeting on Tuesday, chaired by the Chief Minister Mr Arvind Kejriwal, took the following important decisions :

Constitution of Fifth Delhi Finance Commission

The Cabinet approved the constitution of the Fifth Delhi Finance Commission.

It shall consist of a Chairperson and three members including a Member Secretary. The Chairman and Members shall be appointed by the Lt. Governor of Delhi on the recommendation of the Council of Ministers of Delhi.

The Commission has been initially constituted for a period of one year. The appointment of the Chairperson and Members shall be notified separately. The terms and conditions of the Commission shall also be notified separately.

The recommendations of the Commission are proposed to be effective from April 1, 2016.

Free Travel Facilities for persons with disability in AC & Non-AC buses of DTC & Cluster Scheme

The Delhi Cabinet in its meeting on Tuesday (March 22, 2016) approved the free travel facilities to person suffering from any disability in accordance with Disabilities Act in AC & Non-AC buses of DTC and Cluster Scheme.

The Cabinet approved the extension of free travel facilities through all route pass issued by DTC to person suffering from any disability.

Out of the 6055 buses (4555 DTC & 1500 Cluster), 1275 are AC buses. Additionally, the number of AC buses is going to increase substantially in the near future. The plight of the people with disability can well be understood once they are on the bus stop but cannot board an AC bus as they were till now having passes only for Non-Ac buses. Now, with the extension, they can board the AC buses too.

Strengthening of Enforcement Wing of Transport Department

The Delhi Cabinet in its meeting on Tuesday (March 22, 2016) approved the proposals for strengthening the Enforcement Wing of the Transport Department.

The Cabinet approved the deployment of Ex-Servicemen against the vacancies of foot Constables for a period of six months or till the vacancies are filled on regular basis.

As per the available departmental records, the total number of existing posts of Foot Constables are 419 and that of Head Constables are 214. Out of these, only 18 posts of Foot Constable and 75 posts of Head Constables are filled. Rest of the posts are vacant for more than 4 years now.

In view of the vacancies, the posts are to be filled for enforcement of provisions of Motor Vehicle Act. Approval has been given for deploying about 400 ex-servicemen against the vacant posts of Foot Constable on contractual basis for a period of six months or till the posts are filled on regular basis.

At present, the transport department has hired 29-vehicles for field teams. These 29 vehicles are about six years old and would require replacement in 1-2 years. As per the current sanctioned strength of Enforcement Branch about 160 teams could be deployed simultaneously. Considering the other senior officials and the 160 enforcement teams, the department requires about 175 vehicles. Therefore the cabinet approved to permanently strengthen the transport department with procurement of 175 field vehicles or long term hiring of these vehicles.

Further, to drive these vehicles there would be requirement of drivers. The Cabinet also approved the proposal to hire ex-servicemen with driving experience for deployment. The total number of drivers to be engaged is 175.

These Ex-Servicemen and Vehicles can also be used as QRT for Disaster Management or in public emergency.
