- Baseline assessment result of Chunauti 2018 an eyeopener

Following the launch of Chunauti 2018 on June 27, a baseline assessment of all children enrolled in classes 6 to 9 of Delhi government schools was conducted. This was done to mark the starting point of the proposed intervention by determining the current learning level of children and track the progress periodically.
Baseline assessment was conducted by the School teachers themselves using two types of tools based on the following criteria:
· For children of Std 7 to 9 who scored more than 33% in combined Summative Assessment of their previous class- Pen and paper tool having five questions each of Hindi, English and Maths to assess comprehension, application and problem solving skills of children.
· For all children of Std 6 and those of Std 7 to 9 who scored less than 33% marks in combined Summative Assessment of their previous class- Oral one on one for basic Reading (Hindi and English) and Maths competency of a child. For Hindi and English Reading there are 5 common levels- beginners, letter, words, paragraph (Std 1 level competency) and Story (Std 2 level competency). An additional level was introduced in Hindi Reading which is Advanced Story (having an excerpt of about 100 words from the Text book of Std 6). In Maths, the levels are beginners, Number recognition (0-9), Number recognition (10-99), Subtraction (2 digits with borrowing) and Division (3 digits by 1).
The assessment, using the appropriate tools, was conducted by the teachers of the same schools between July 14-16, 2016. In the first round, online data entry of Std 6 children was done by the schools. Data entry of Std 7 to 9 is likely to be completed by the end of this month.
Preliminary Results
Based on the data compiled so far of 2,01,997 children of Std 6 from 1011 schools of DoE, it is found that:
· 74% could not read a paragraph from their own Hindi textbook.
· 46% could not read a simple story of Std 2 level competency.
· 8% could not identify letters.
Similarly, in Maths:
· 67% children could not do simple 3 digits by 1 digit division.
· 44% children could not do 2 digits subtraction with borrowing.
· 5% children could not recognize single digit numbers.
Further, in Basic English:
· 75% children could not read a story of Std 2 level competency.
· 13% children could not identify alphabets.
It is against this backdrop that Chunauti 2018 was launched. With only 54% children of Std 6 being able to read something (and just 26% who can read their own textbooks), the remaining 46% would require additional support to first of all learn to read and write.
Now that these children are in the DoE schools (though 90% of them come from Municipal Corporation Schools, budget private schools, etc) the Government of Delhi accepts its responsibly to ensure that all children get good quality education and the first step would be to bridge the deficit between their current learning level and the level expected of them. Hence, children are being reorganised in two groups- Nishtha and Pratibha. While the focus in Nishtha group will be to build basic reading, writing and numeracy skills of children in next couple of months, Pratibha will proceed with grade specified curriculum. As soon as children of Nishtha group learn to read, the grade specific curriculum would be introduced to them as well so that they can participate in learning activities more confidently.
